THE REGULATIONS ON TRAINING OF EMPLOYEES OF FOREIGN ORGANIZATIONS IN THE FRAMEWORK OF MUTUAL EXCHANGES IN ACCORDANCE WITH THE STATE PLAN OF PREPARATION OF ADMINISTRATIVE SHOTS FOR THE ORGANIZATIONS OF NATIONAL ECONOMY OF THE RUSSIAN FEDERATION IN 2007/08 - 2014/15 ACADEMIC YEARS

1. This Provision specifies the procedure for the organization and training of employees of foreign organizations in the Russian educational institutions participating in the implementation of the State plan of preparation of administrative shots for the organizations of national economy of the Russian Federation in 2007/08 - 2014/15 academic years (hereinafter respectively - the educational institution, a State plan), and their internships in the leading national economy of the Russian Federation is interested in developing economic relations with foreign partners (hereinafter - the leading organization), in accordance with the State plan.
2. Training under the mutual exchanges carried out in respect of employees of foreign organizations:
representing the state, has concluded with the Russian Federation international treaties on cooperation in the field of management training;
recommended for foreign organizations interested in establishing and developing economic relations with organizations of a national economy of the Russian Federation.
3. The number of employees of foreign entities and requirements to them are determined by international agreements on cooperation in accordance with the State plan.
Venue, programme, dates, additional training of employees of foreign organizations shall be determined by the customer in coordination with the guide of these employees face.
4. Training foreign organizations consists of 2 stages:
training in educational institution;
training in 1 or more leading organizations.
5. Training in educational institutions is conducted in Russian. If necessary provides translation in a foreign language by agreement with the guide members of foreign organizations of the party.
6. Internship in leading organizations conducted individually or in groups, formed on a sectoral basis or on the subject of training. Individual training is preferred. If necessary, employees of foreign organizations, provided translation services.
7. For the purpose of instruction of employees of foreign organizations in educational institutions and their internships in leading organizations involved in the organization, ensuring the coordination of training of employees of foreign organizations in the framework of mutual exchanges in accordance with the State plan (hereinafter - the Federation).
8. The state customer carries out competitive selection of the organizations coordinators (hereinafter - the competitive selection).
9. Organization-coordinator provides:
training of employees of foreign organizations in educational institutions and their training in 1 or more major organizations;
welfare (accommodation, food, leisure), health insurance, transportation and visa support of foreign employees of organizations.
10. Leading organizations involved in trainings of employees of foreign organizations must meet the following requirements:
not have a loss for 2 financial years preceding the year of filing of the application for participation in the tender;
not have overdue debts to the budgets of all levels as of January 1 of the year preceding the year of competition, on 1 January of the year of competition, as well as on the last reporting date preceding the date of application for participation in the tender;
confirm in writing their interest in establishing or developing business relations with foreign partners;
to have the conditions for training of employees of foreign organizations (workplace consultant);
have experience of training in conjunction with the educational institution.
11. The state customer is entitled to set additional requirements for the organization and conduct of training of employees of foreign organizations in accordance with the objectives defined by the guide these employees side.
