THE PROVISION ON COMPETITIVE SELECTION OF SPECIALISTS, TEACHERS OF EDUCATIONAL INSTITUTIONS, EMPLOYEES OF BODIES AND ORGANIZATIONS AUTHORIZED BY THE HIGHEST EXECUTIVE BODIES OF STATE POWER OF SUBJECTS OF THE RUSSIAN FEDERATION TO CARRY OUT FUNCTIONS ON ORGANIZATION OF MANAGEMENT TRAINING FOR THE PREPARATION IN ACCORDANCE WITH THE STATE PLAN

1. The present Regulation defines the order and conditions of carrying out of competitive selection of specialists recommended by the national economy of the Russian Federation for training in accordance with the State plan of preparation of administrative shots for the organizations of national economy of the Russian Federation in 2007/08 - 2014/15 academic years, and specialists - managers (managers) in the sphere of small and average business (further respectively - the specialists of the State plan), teachers of educational institutions participating in the implementation of the State plan (hereinafter accordingly - the teachers, educational institutions), and officials and organizations authorized the Supreme Executive state authorities of appropriate subjects of the Russian Federation to carry out functions on organization of management training (hereinafter - the authorized body), whose duties include ensuring the implementation of the State plan (hereinafter - the employees).
2. Competitive selection of specialists, teachers and employees is based on the total number of these persons whose training is provided by the State plan, and their distribution on subjects of the Russian Federation in accordance with quotas established by the state customer.
The definition of quotas are based on the number of working age population in the corresponding subject of the Russian Federation and taking into account the use of quotas in the previous period. At the suggestion of the Supreme Executive body of state power of subjects of the Russian Federation the size of the quota can be revised within the overall number of specialists, whose training is provided by the State plan for the year.
3. The competitive selection of specialists is carried out by the competitive Commission created by the decision of the authorized body. The competitive selection of teachers and workers by the relevant tender Committee, established by the decision of the state customer.
4. To participate in the competition must be citizens of the Russian Federation:
a) experts who submitted declarations on participation in the selection process and meet the following requirements:
age 40 years (preferably). Participation in the competitive selection of specialists over the age of 40 are allowed on the recommendation of the head of the authorized body in the order established by the state customer;
higher professional education;
total work experience not less than 5 years;
experience in managerial positions minimum 3 years (for specialist managers (managers) in small and medium enterprises - work experience in the sphere of small and average business not less than 2 years);
participation in the project of development of the organization (for specialists - managers (managers) in small and medium enterprises - development concept their own business enterprise in the form of a business plan).
Advantage in the competitive selection are the specialists:
employed in sectors of the economy recommended by the Commission on training managerial personnel for organizations of national economy of the Russian Federation (further - Commission) and the competent authorities as a priority;
working in organizations involved in the implementation of Federal and regional programs for socio-economic development;
b) teachers recommended educational agencies that have submitted applications to participate in the selection process and meet the following requirements:
the age of 50 years (preferably). Participation in competitive selection of teachers older than 50 years are allowed on the recommendation of the head of the authorized body in the order established by the state customer;
academic degree;
teaching experience not less than 10 years;
participation in the training of specialists in accordance with the State plan for at least 2 years;
foreign language;
C) workers, recommended by the higher Executive body of state power of subjects of the Russian Federation submitted applications for participation in the competitive selection and meet the following requirements:
age 40 years (preferably). Participation in the competitive selection of specialists over the age of 40 are allowed on the recommendation of the head of the authorized body in the order established by the state customer;
higher professional education;
total work experience not less than 5 years;
foreign language;
experience in the implementation of the State plan not less than 1 year.
5. National economy of the Russian Federation, recommending experts, documents, checklist, form, procedure and deadlines which are established by the state customer, including a request for training, the recommendation of the head of the organization, the project concept of development of the organization, individual project assignment for the performance specialist in preparation, signed by the head of the organization.
In the application of the organization for training should be specified at least 3 priority for the organization of educational programs and appropriate educational institutions approved by the state customer.
The concept of the project development organization needs to include a description of the connection of the project with the development strategy of the organization and activities of the project in order to improve the management of the organization and associated with the introduction of modern technologies, development of new products and services, improving the efficiency. The concept should reflect the target indicators of the project development of the organization and the role of the recommended specialist in its implementation, as well as the relationship of the project with the programs of socio-economic development, in which the participating organization.
National economy of the Russian Federation, recommending experts, define individual project tasks related to the implementation of development projects organizations, which have to be fulfilled in the learning process in the educational institution and the internship in the Russian Federation or abroad.
Educational institutions and higher Executive bodies of state power of subjects of the Russian Federation, guidance for the preparation of respectively teachers and employees, documents, checklist, form and procedure of submission of which are established by the state customer.
Professionals - managers (managers) in small and medium enterprises represent the documents, the list, form, procedure and terms of submission which shall be determined by the customer.
6. Competitive selection of specialists takes place in 2 phases, including qualification and competition test.
Competitive selection of teachers and employees takes place in 2 phases, including qualification and interview.
7. Qualification is based on the analysis of submitted documents. The tender Commission verifies the compliance of the list and forms of represented documents, as well as in the requirements of this Position. In case of revealing of discrepancy of the documents and of the information contained therein such requirements of the relevant professionals (teachers, workers) to the second stage of competitive selection is not allowed.
The tender Commission informs about the decision of national economy of the Russian Federation, educational institutions, the highest Executive bodies of state power of subjects of the Russian Federation, recommending relevant professionals (teachers, employees) by sending them notices. The notice may be in electronic form.
Documents submitted later than the established state customer deadline will not be considered.
8. Professionals undergo a competitive test, comprising:
a) presentation of the project concept of development of the organization (for specialists - managers (managers) in small and medium - sized enterprises- presentation of concept for the development of their own business enterprise in the form of a business plan), evaluation for a specialist role in project implementation;
b) assessment of level professional competence of the expert-based assignments (tests) or during a professional interview;
C) assessment of proficiency in a foreign language;
g) assessment of knowledge in the field of information technology;
d) assessment of motivation of the expert to participate in the State plan.
The teachers and staff are interviewed, providing an assessment of their conformity with the purposes and objectives of the training.
9. The Commission annually before the start of competition, approves the methodological recommendations for conducting the competitive selection of specialists, including procedures for competitive tests and the types of jobs (tests).
The Commission annually before the start of competition, approves, and the customer approves the distribution of the subjects of the Russian Federation of quotas for persons sent for training in accordance with the State plan.
Terms of competition are determined by the state customer in accordance with the recommendations of the Commission.
The announcement of the competitive selection shall be published in mass media and placement on the official websites of the Commission, the state customer and the authorized bodies on the Internet.
Decisions of the Commission and the state customer shall be communicated to the competent authorities on instructional workshop.
10. The authorized body has the right to determine the tasks (tests) and procedures for conducting examinations.
The authorized body shall, at least 3 months before the start of competition to submit draft assignments (tests) and draft procedures for the conduct of examinations to the Commission for examination and approval.
When competitive selection is not allowed the use of tasks (tests) and procedures for holding competitive tests not coordinated with the Commission.
11. The results of competitive selection of specialists in the Protocol of the tender Commission meeting. The authorised body represents to the state customer of the minutes of the meeting of the tender Commission, and documents have successfully passed competitive selection of specialists.
The results of the competitive selection of workers and teachers in the Protocol of the meeting of the relevant competition Committee. The competition Commission is the state customer of the minutes of the meeting of the tender Commission, and documents have successfully passed the competitive selection of employees and teachers.
12. State the customer approves the results of the competitive selection.
13. The distribution of specialists in educational institutions is carried out by the state customer on the basis of agreements concluded by higher bodies of Executive power of subjects of the Russian Federation, organizations of national economy of the Russian Federation, recommending experts to train specialists who have passed the competitive selection in the manner prescribed by these regulations.
14. The educational institution concludes an expert on the allocation results the study agreement indicating the cost of educational services, as defined at carrying out of selection of educational institutions. When funds on payment of an appropriate share in the financing of the preparation costs of a specialist from recommending a specialist national economy of the Russian Federation or upon receipt of own funds of a specialist for these purposes, the educational institution shall credit specialist for training in accordance with the State plan.
